Can I move an Obsidian vault into VIO Tray?

There is no automatic vault import yet. Individual notes move as text or files through the Telegram bot or the web interface.

Does my material stay mine?

We do not train models on your material and do not sell it, and any record exports to DOCX or PDF. But data lives in the service rather than as files on your disk - if locality is the critical point for you, Obsidian fits better.

Does VIO Tray have a graph like Obsidian?

It does. The difference: the graph is built not only from links between notes but from links between notes, tasks, events and files, and needs no manual interlinking.
